"Breakpoint" occurs due to insufficient power, and large-scale scientific research instruments are difficult to share


Recently, an entrepreneur roast to the author that he wanted to hire an experimental instrument from a hospital to do experiments, but either the phone couldn't get through or the offer was made a few months later, "Why should we make an appointment manually in the Internet era? Can't we send relevant information online?"


In fact, it is far more than that. According to media reports, most of the government led, one-time input resource sharing platforms are idle or non-existent. Click to enter specific equipment information, either cannot open or return to the home page. Even the service platform of a national academic institution can only be checked in nine regions. Take the resource intensive Beijing Regional Center as an example, only nine member companies participate in sharing.


In fact, after the State issued the Opinions on the Opening of National Major Scientific Research Infrastructures and Large Scientific Research Instruments to the Society, there are many new and actual recruitment in various regions. Some regions have established "taobao markets", some have given tax relief and cash incentives to both the supply and demand sides, and some have introduced "innovation vouchers" to promote openness and sharing by taking the method of first using, then making up.


However, after careful study, it can be found that, for a province or a region, the information of large-scale scientific research instruments is indeed concentrated on one platform, but the "interconnection" of internal opening and external isolation makes it difficult to form a channel for limited supply and strong demand.



It should be said that most competent departments of the sharing platform pay close attention to the establishment of the sharing platform of their own units and systems, and also invest a lot. However, when it comes to external services, a lot of conditions are set to limit them. Even though some platforms disclose the types, time and telephone numbers of the open service, you can't know when an appointment can be made and when there is free time. What's more, some consulting calls may "never be in the service area".


Why? In the author's opinion, due to the unclear evaluation system and vague reward and punishment methods, the pressure and willingness of the instrument management party to take the initiative to open up are not great. In addition, the current policies are mostly focused on the management and users, and there is no corresponding incentive and guidance mechanism for the "third party" platform that provides information release, leading to its lack of connectivity.


For example, the policy stipulates that the management unit can only charge material consumption fees, water and electricity operation fees and labor service fees based on cost compensation and non-profit principles when providing open and shared services. This is indeed a "favorable clause" for small and medium-sized enterprises with demand but little research funds, but it is more or less painful for management units. On the one hand, specific instrument resources have a certain calibration period, and regular calibration will generate a lot of costs. Who will help to share them? On the other hand, hundreds of thousands of instruments are frequently used. Who is responsible for the damage or accident? These fears are all problems.


For another example, some places have introduced "innovation vouchers" and transferred their audit and issuance functions to third-party institutions, but the reimbursement function is still in the hands of the government. Then the problem arises. The third party organization not only provides information, but also is responsible for the review and distribution. After that, it also helps the enterprise to go to the government for reimbursement. What are its benefits? If this cycle goes on for a long time, the result may be websites that are connected to the Internet but have no services.


From this point of view, the difficulty in promoting the open sharing of large-scale scientific research instruments is not the lack of large-scale instruments, nor the lack of centralized instrument information, but the "breakpoint" due to lack of power. Therefore, as a local government and science and technology management department, when implementing the opinions and issuing detailed measures, we should not ignore the middle and let the horses run without grazing. In addition, when selecting third-party institutions, fewer appointments should be made and more market selection should be made. For example, the introduction of Internet enterprises with certain conditions allows them to obtain corresponding income by carrying out value-added services such as data transmission, analysis and preservation. In this way, it is believed that in the era of Internet, the innovation of "no action, no action" will be able to break through these "breakpoints" and make large-scale scientific research instruments "active".
